BE PREPARED
Any Boy Scout could help us to understand this
suggestion which could, perhaps, be useful in the preparation for
construction of whatever has to be done to face the estimated cost
of work at the basement of the former Baptist Church for our town
office employees. I’m confident there are a number of local
contractors who would provide the town with estimates (at no charge)
of the various work needed such as and as a beginning: all rough
interior preparation - cement flooring, water seal of walls, etc. ,
etc. Can’t hurt.

To My Constituents In Allenstown, Epsom, And Pittsfield: The
ED&A committee met on twelve bills. HB1182, granting leave for state
employees returning from military service, was difficult. How can we
not help our volunteers readjust to civilian life after serving on
the battlefront? But the state already allows this leave, and the
bill seemed not to include marines, or persons called to active duty
as individuals, and it invited abuse by not specifying a minimum
deployment. We voted 9-7 to recommend killing this bill, then
unanimously to kill four other bills.
HB1376, on pharmacy
regulations, HB1240, on state owned vehicles, HB1422, a committee to
investigate a department of natural resources, and HB1487, on
wetland scientists, and HB1688, regulation of biomass boilers, were
voted ought to pass. On HB1626, licensing energy auditors, the bill
did not cover all areas needed for a comprehensive licensing
statute, and certifications are available from the professional
organizations and the Office of Energy Planning. After discussion,
we voted to kill this bill and let the auditors work out their
professional regulations.
Finally, we considered HB1593, on
regulating dental hygienists. An amendment calling for a committee
within the dental board had problems with language, as well as
extremely broad authority to adopt rules. We struggled between our
desire to move the bill forward, since the hygienists have been
struggling with professional self-regulation for years, and our
distaste for passing on sloppily worded bills. The amendment was
adopted 11-6, but we voted 16-1 for interim study. The study will
evaluate the amendment as well as a board under the allied health
professionals, to develop a well crafted bill.
