Letter
To my constituents in Allenstown, Epsom, & Pittsfield: This
week my committee voted on the bills we had retained. I was
disappointed that HB 42, the meat inspector program, was tabled
because startup costs were too high and it would take too much of
the State Veterinarian’s time. It’s possible the Farm Bureau or
other interested organizations will find a way to fund the startup
costs for this worthwhile program.
The other bill I worked on, HB 410, was passed unanimously to
create a new category of health care professional who deals with
drug and alcohol abuse and the commonly co-occurring mental
illnesses. HB 268, transfers from the judicial branch to the
executive or legislative branches of state government, and HB 510,
on the director of vital records, have settled the issues that kept
them from passing during the session and were passed unanimously.
The committee voted to kill HB 617, permitting private employers
and others to join the state health insurance program, and HB 673,
on allowing towns to withdraw from the New Hampshire retirement
system. Both were interesting ideas but much too complex to
implement as a committee.
HB 401, on the retirement system board of trustees, was the only
really contentious bill. It will replace eight employee board
members (2 teachers, 2 state employees, 2 police, 2 fire fighters)
with two, one from police/fire and one other. After some debate the
committee voted 11-6 to recommend it; I voted for it because the
board needs better balance between employees and the people of the
state whose taxes largely fund these pensions.
The full House will vote on these bills in January. Anyone
interested in what’s going on at the State House is invited to email
or call me.
