Joseph’s College of Maine for the spring semester

Ivy Green Rebekah Lodge #36 will be hosting a “Midnight Madness”
scrap booking event on Friday, July 17th from 6 p.m. to midnight at
the historic Odd Fellows Hall on Short Falls Road in Epsom. For more

The Fort Mountain Trailwinders, Epsom’s local snowmobile club,
will be celebrating the installation of a new bridge on the town’s
multi-use recreational trail system. The 16 foot bridge, donated by
Harber Construction, will be placed over a wet hole on the trail
leading out of the Epsom Bible Church parking lot. Join us for a
reception in honor of our sponsors on Thursday, July 16th at 7:00
p.m. in the parking lot behind the church at 398 Black Hall Road.

The Epsom Town Band will present its second concert on Friday, July
17th, from 7:30 to 9:00 p.m. at Webster Park. The following Friday,
July 24th, is a rain date only. Another concert is scheduled for
July 31st. On Saturday, August 8th, the band will perform during
Epsom’s Old Home Day celebration at 6:30 p.m. For more information,

WHOSE FUTURE?
If by some miracle the 40 cluster housing
development should join with what will be their immediate neighbors; 79
houses on Goboro Road and another 85 houses within a stone’s throw of this
road I’ll have to change my concerns about the development invasion to those
potential homebuyers who will have no idea what they will be getting into.
My only suggestion (2nd time) I have is that the township of Epsom’s
legal wit should obtain hold harmless agreements from each and every party
involved in this development. Safe than sorry!!!

To my constituents in Allenstown, Epsom, & Pittsfield:
The new
state budget will affect your property taxes in several ways. I should warn
you that any analysis here is very rough and preliminary, and exact tax
rates will be set in the fall after local revenues are known. Still, there
are a number of factors at work.
First, state revenue sharing has been
suspended. That’s a loss of about $35,000 to Epsom or Pittsfield. Secondly,
the room & meals tax distribution to towns is capped at 2008 levels despite
the increase from 8% to 9% and extension to campgrounds. That may not be too
much of a problem – both Epsom and Pittsfield were very conservative in
their estimates, in anticipation of a downturn in the economy.
Then
there’s the changes to the employee retirement system. In the past the state
has paid 35% of the “employer” contribution; this budget it’s 30% this year
and 25% next year. Since none of our towns have a lot of employees, this is
not too much of a hit – Epsom estimated $1200 in 2009. The state is not
contributing anything for “special duty” pay, so the towns will have to make
sure anyone hiring policemen for security details, for example, is covering
the entire pension contribution.
For the school districts, the same
pension changes apply, and the schools have a lot more employees than the
towns! However, the “fiscal adequacy” formula has been changed and
statewide, about $118 million more than last year is being distributed. I
believe that all three school districts will get increased state aid that
more than covers the extra pension expense.
The legislature is off duty
in July. Meetings on bills that need extra work this session start in
August, and the filing period for 2010 bills is in September.

LITERACY WORKSHOPS
Presented by Kristen Bruno, M.Ed. and fourth-grade teacher at Conant School
in Concord, early Literacy Workshops will be offered on Tuesdays through
August 18 at 2:00 p.m. Please note the change in time. There is no fee and
participants are invited to attend any or all sessions. Storytime will also
be held at 2:00, so child care will be provided.
BOOK DISCUSSION GROUP
The Book Discussion Group will meet on July 15 at 6:30 p.m. to discuss The
Story of Edgar Sawtelle, by David Wroblewski. Anyone interested in attending
is invited to stop by the library for a copy of the book.
LEGO CLUB
On Thursday, July 16, a new Lego Club will meet for the first time from 3-4
and again from 5-6 p.m. Any children who are Lego fans are invited to
attend. Donations of Legos are much needed and will be most appreciated.
THE FRIENDS OF THE EPSOM LIBRARY will meet on July 20 at 7:00 p.m.
