Justice Appointment

U.S. Senator Jeanne Shaheen is among the many who offered her
congratulations to Judge Susan B. Carbon of Chichester on her
appointment as the Director of the Office of Violence Against Women at
the U.S. Department of Justice. Shaheen recommended Carbon, a New
Hampshire District Court Judge for nearly 20 years, for the position
earlier this year.
“I have known Judge Carbon for nearly two decades, and have long
admired her exemplary career in public service and her dedication to
defending the rights of women and children,” said Shaheen. “Judge Carbon
was the driving force behind many of New Hampshire’s efforts to
strengthen domestic legal protections for women, and I’m so happy she
will now lead the charge on this important issue nationwide.”
Carbon was appointed as a part-time District Court Judge in 1991.
From 1993 to 1994, Carbon served as the president of the New Hampshire
Bar Association. Shaheen, as governor, nominated Carbon to serve as a
full-time District Court judge in 1996. At that time, Carbon was named
the Supervisory Judge on the Judicial Branch Family Division because of
her commitment to domestic violence and other family issues, and still
holds this position today. A graduate of the University of Wisconsin
(Madison) and the DePaul University College of Law, she is a member of
the Governor’s Commission on Domestic and Sexual Violence, and until
recently chaired New Hampshire’s Domestic Violence Fatality Review
Committee. She is the immediate past president of the National Council
of Juvenile and Family Court Judges, and currently serves as the Lead
Model Court Judge for a project that improves court practices
surrounding child protection cases related to foster care and adoption
in New Hampshire.
The Office on Violence Against Women (OVW) provides national
leadership in developing the nation’s capacity to reduce violence
against women through the implementation of the Violence Against Women
Act. Created in 1995, OVW administers financial and technical assistance
to communities across the country that are developing programs,
policies, and practices aimed at ending domestic violence, dating
violence, sexual assault, and stalking.
Carbon resides in Chichester with her husband, Larry Berkson, noted
local historian.
